That was 2nd concern of Tata Sky. When they made deal with DoS, the major requirement was different. Isn't it ?

Read the entire report bro. You will came to know lot of things.
The info in post #3 posted by IndianMascot bro is interesting.
"The "certain benefits" which were not extended to other DTH service providers were having an open ended commitment for satellite capacity with the provision for additional transponder capacity whereas in other agreement, the commitment for satellite capacity was for the period of lease only, the report said."
Does that mean Isro agreed to provide additional TP capacity to TS in future?
If yes that means TS simply refused to take capacity on Gsat10, may be due to pricing factor.

DoS has no one left to provide Indian Transponder. It was only Tata Sky. So, whatever good bad, slow or fast DoS was doing it was all for Tata Sky whereas Tata Sky was interviewing that ISRO is not providing them Transponder which was completely false.
So that makes some points clear...
1. TS may have got cheap Insat TPs because of Ratan Tata being on the board of Antrix/Isro.
2. It is clear that Isro offered Gsat10 TPs to TS along with possibility for future commitment for satellite capacity with the provision for additional transponder capacity. CAG objected to such partialily with respect to other DTH providers.
2. TS may be moving to other foreign sat in coming months. There was a talk about migrating a sat to the position at around 83* as required by TS so that TS would not have to re-position all dishes.
3. TS CEO Harit Nagpal keep complaining about Isro TP allocation just to hide facts from public thus avoiding scrutiny from public about their bad decision making.
5. TS could have moved to Gsat10 with mpeg4 migration which would have solved all its problems.
