I guess you need to be with the current operator for 3 months. It does not matter whether you are a new customer or a ported in customer.
NinadG Bro, the SMS you mentioned will in any case give you the port code - whether or not you are eligible.

But I think if the user has not yet completed 90 days, then it should show some error as the code generation is initiated by current operator....

Even if code is generated, MNP request will later on be rejected my MCH .

MCH act as mediator between two operators for MNP.

Yes..because after code generation, user will go to other operator with code & other details to fill the MNP form.
So other operator will come to know all about this after processing starts at his end.
