A Service is something which is not a regular channel (approved by MIB) and provided on a temporary basis

Not really. For instance Star Gold 4K for Bajrangi Bhaijaan was a Service which 3 DTH operators provided.

Similarly if they can make a deal with Star Sports then these services will be available on other DTH operators as well
