Fiscal gains are majorly from the decline of global crude prices and the ever increasing excise duty.
It doesnt take much if you give consumers some lower prices when your procurement cost is reduced but it takes a lot to tackle the high procurement cost.

govt. has clearly said y they have been increasing the taxes on petrol n diesel. i think govt. is right.
n also govt. needs to collect the taxes.
