I have 16 GB internal on Redmi Note 3 and 11 or 10 GB, I think is user useable.
SD card is not as fast as on chip memory. BTW, Which SD card do you use ?
Redmi Note 3 is a great phone under 10000. I was worried about going for it, but it has great UI and lots of features.
The battery is just great. 4050 mAh. It charges fast as well, thanks to newest Snapdragon 650 chipset.
It supports 4K recording, but Xiaomi hasn't enabled it on this phone.
