Idea Cellular has warned that implementing Trai's latest recommendations on spectrum will change the competitive structure of India's telecoms landscape and could even create natural monopolies.

Its CEO Himanshu Kapania, in an interaction with ET said that Telecom Commission's move to ask Trai to undertake fresh studies on the impact the spectrum costs will have on consumers and the industry, could be an indicator that the government is unhappy with the regulator's earlier estimates.

He also believes that a total of 141 licences should have been cancelled, including 19 permits issued to Tata Teleservices, as per the Supreme Court's orders, and not 122 permits as was being interpreted.

Kapania points out the much was being made about foreign investors taking the government to court and impact of the SC orders on foreign investment into India, but there had been very little discussion on the impact on Indian business houses and domestic shareholders. Edited exceprts
