But what they wants to prove with this ?

They wanted more customers to get on board for DTH business hence there will be more clarity on count that will have direct impact on Return on Investment and the government coffers will also be filled with correct amount of service tax, this is my hunch.

Still there are mso under reporting the numbers where by Star is not getting the required amount which directly leading to legal entagles.
