Dishtv stb not recognize VC

Hi dears,
I am looking for help from you, My old Set Top Box broke down Now I am have inserted my old VC card in new Set Top Box.I am living in Kuwait.I sent email to [email protected] with new Set Top Box Serial Number and VC Number, but they are useless asking us to take it to local dealer. Can anyone help ?
