The Dolby Digital sign which TataSky uses means are they certified to use it on their devices by Dolby?

Ya it could be if they have used this sign without letting dolby digital know about it then tata sky could have been fined or been sued in court by dolby digital

Yes, Star channels show the Dolby Digital logo during start of movies. They are from broadcasters only. Even Gemini TV shows Dolby Digital for some of their programs and movies
