TDSAT widens BECIL’s scope to conduct audit of Dish TV’s systems

The Telecom Disputes Settlement and Appellate Tribunal (TDSAT) has expanded the scope of the Broadcast Engineering Consultants India Ltd’s (BECIL) audit of Dish TV’s subscriber management system (SMS) and conditional access system (CAS), by adding four more points following an application filed by content aggregator IndiaCast UTV.

IndiaCast UTV, the respondent in the case, had filed an application seeking modification of the tribunal’s 25 April order and requested that BECIL be asked to give findings in its report on four more points.

On hearing counsel for the parties, the tribunal found it just and proper to expand the scope of audit and to ask BECIL to give its findings on four more issues.

The four issues are:

  • The report may indicate the count of subscribers who are getting the IndiaCast channels on true value packs under special a la carte pack and in addition to that by way of pick by channels in various months from January 2014.
  • The report may indicate the count of subscribers who are getting IndiaCast channels by way of pick by channels and in addition to that getting true value packs in various months from January 2014.
  • The report may also indicate total number of subscribers in pick by channels in the months of January, February, March, April 2014 and till end of the moth preceding the date of audit.
  • The report may also indicate if the subscribers of IndiaCast channels on the Dish TV’s network were disconnected in the last week of December, including 31st December, on request basis or were forcefully disconnected.
