Vodafone India Ltd. had in November bid 11.28 billion rupees ($212 million) and won bandwidth in 14 of the 22 telecom service areas that India is divided into. It had paid 3.72 billion rupees on Nov. 22 for the spectrum it had secured as the auction guidelines allowed a staggered payment.

India auctioned the airwaves following an order from the Supreme Court, which in February last year canceled the telecom licenses of several companies citing irregularities in their allotment in 2008. It asked the government to take back the airwaves allocated under the canceled licenses and auction them.

The affected companies are allowed to provide services under their canceled licenses until the Supreme Court hears the government's plea for another round of spectrum auction, now scheduled to start Mar. 11.

India will hold a second round of spectrum auction as demand at the auction in November was tepid, with the government raising about a third of the targeted 280 billion rupees as several companies stayed away, citing high starting auction prices.
