I have seen couple of episodes. Wonder why the lead character talks to the camera. Never seen like this in any other series.

It is another type of filmmaking, breaking the barrier such that the lead character interacts with the viewers.

Actually 13, since the name of the series is"House of Cards" - there are 13 cards in one suit..

Anyways, it's an awesome series if some loves politics..
First 2 seasons were mind blowing, the 3rd one was a bit down, but 4th one is really good..
