TS must have withheld the addition due to gsat launch. Now TS has the strength to add channels as gsat launch was successfull. So they might add remaining channels on gsat 10 when it becomes operational.

ye count channel no 8 se chalu hai, kaha rukegi, kisi ko pata nahi......

originally could have added only max 8 hd chs with dvb s2 mpeg4 but as they use advanced algorithm so they have added 4 more
