You can say Indiacast its a middle man between UTV channels and Operators so if operator want they can ask a deal for UTV channels and Indiacast have to sign it without buckling their group s channel. Tats a reason 3 UTV are back in higher pack of dishtv.

What about Indiacast's own channels? Are they available in lower base packages of DishTV?

Only 50% channels of Network 18 are avaible only 'On Requests' basis so if user don't request they won't get it. Kids channels, Colors, MTV, VH1, History, Comedy and ETV channels ( except MP, UP, Bihar ) is now ORA category.

Every pack consists some ORA channels mainly now from Indiacast and you can requests all there is no condition there but yes they can remove those channels from ORA category like they did recently taken rest of English Movies channels from Super Gold infact they removed SONY PIX too from base pack just because of Star Sports
