Rs 1999 in case you have OEM or pirated Windows Copy & Rs 799 if you already have a purchased Windows copy.

Nope. If you have a Valid Windows Key, you may go ahead and purchase Windows 8 License. There is no such compulsion of year or laptop/desktop
