It is what we knows through articles, TS knows NEO will not agree with the amount they offers so tat people will not blame them and they can make a excuse that we wants the channel but broadcasters are not ready. Same with channel addition they can add UHD channel but not demanded SD and HD channel but make a excuse of space and protect ourself.
