First they have to get permission for UHD channel from I & B who takes their own sweet time in providing the license

I don't think it would be 24x7 channel but like d2h's dummy channel Nat Geo 3D. I am quite sure d2h ask them for some contents which will keep running FTA until UHD becomes reality from dream

As of now only DTH operators are ordering 4K STB. However, USB Satellite Receivers can be used to watch UHD content

And only SAT tracker like you can enjoy but again it won't be a big issue if they keep repeat the same contents.

They will not launch 4K Channel but they have just started shooting for some shows in 4K, the major reason for this is that they will give this content to Videocon d2h. Last year itself Videocon had said that they are in talks with Travel XP for 4K Content so tey must have entered a partnership for making 4K Content
