They won't charge anything to anyone who will upgrade within one year of Windows 10 launch. Only condition is the person who is upgrading must be having valid license of Windows 7 and above.

That means if today I purchase a new Win 7 license for my PC then after launch of Win 10, I will get free upgrade & lifetime service for Win 10 like pach updates.........
