In simple words Yes. However, users need to upgrade within 1 year of Windows 10 launch. Once Windows 10 makes its anniversary, upgrades would be disabled for Windows 7 and 8 users. However all those who have already upgraded to Windows 10 will enjoy all future upgrades of Windows 10.

Few doubts arising out of this...........
After Win 10 anniversary, Windows 7 & 8 users won't be able to upgrade to Windows 10.......even after ready to pay for the upgrade...........?

At the same time it looks strange that Microsoft is giving Windows 10 & its future upgrades to Win 7/8 users free of cost.................So what Microsoft is getting out of it..................Because there will be millions of users who would like to migrate to Win 10 in first year.

As the article says, Microsoft will be selling and earning now from its MS Office subscriptions. Also, Free upgrade isn't some miraculous thing. Apple giving Free upgrades of its OS since ages and Microsoft is applying this now.
