I think govt always wanted to have second line for aircrafts other than Russians... They evaluated all things & chose Rafale. It seems it is more of a political & strategic decision...
Other choice would have been American F-35. But in the past American & British govts refused to provide spares for military hardware bought from them at the time of Kargil war, may be because of their strategic relationship with Pakistan. Considering all this, Indian govt must have decided to go for French again now.....
After all its very important to get spares even at the time of war.

Senior Bharatiya Janata Party leader Subramanian Swamy has slammed Prime Minister Narendra Modi’s decision to buy 36 Rafale fighter jets, and has termed the deal ‘a case of arbitrariness’.
Swamy said "I have not yet decided on whether to approach the court. I am waiting for papers on the new Rafael deal. It prima facie appears to be a case of arbitrariness."
"If the prime minister for some other 'compulsion' decides to go ahead with the deal, I will have no option but to approach the court in a public interest litigation to get it set aside," he had said.

Its very hard to believes on US and UK now as from outside they tries to give message to end terrorism but keeps on helping them from back channel and after those incidents they use to say that "Bade Bade Desho Me...........................Senorita".
I think because it suits their national interests.....as its said that there is no friend or foe as far as international relationship is concerned....

They like Countries to fight with each other, Economics to goes down so then they help countries.
They themselves supporting Religion War, Economical Crisis and border tension, terrorism came from their roots only and now fighting for terrorism as Front runner. I think they're doing this to complete their own need. Supporting Terrorism from back channel and then start a war from outside will help them to boost their economy also to create jobs in defence sectors.
All the things like poverty & economic condition, social & religious tensions, internal & external security situation, epidemic, political structure in a country, international trade framework & restrictions and even environmental conditions are responsible for the progress & growth of a nation.....
So influencing & restricting these factors are important to affect growth of nations in the world.
Considering history & mentality of nations like US & UK which boasts of racial supremacy, the policies are framed to advance national interests.....
