Yes but it also a article and later concluded that because of class, education Modi's achievement looks bigger.

If you look Modi's background and Jaya's background then difference would be clear since its a difference between society, education and livelihood. Its a trend of South Indian peoples to work and live outside in the country but you found very less in North because of Culture, South India is more a less a developed place and North India is yet too.

They don't need leader and reason to develop they themselves develop and initiates by themselves. Their earn themselves and expands too they don't need anyones help. Chennai, Banglore didn't developed because of politicians but because of peoples will which is not the case with Bhopal and Raipur because system is responsible we're responsible for it.

Tats a reason Modi's small achievement looks big and Jaya's big initiatives looks small because if Jaya couldn't then definitely someone else.
