Even upper middle class and metro cities the English channels are watched.

If we get HD channels for Rs.10, I will go for HD ala carte.
But, at least, all SD channels should upscaled into HD for sake of good TV viewing

Did you saw PQ of upscaled ZEE Cafe ? Its worst no matter whatsoever result will be same if original contents and channels are dumb, BTW upscaling will do nothing.

Instead of SD channels, they should provide upscaled HD
It will be somewhat better than worst quality SD channels
