This channel is not meant for India and they don't have downlink permission for India

Then how cable showing it?
Ideally they are not supposed to show these channels. There are lot of channels like this which dont have permission is being shown in cable

What's wrong in its downlink permission?
Dubai sports channel is not for India it is for middle east and hence they have not applied for permission here
