May be now after a la carte HD implementation they have scrapped the compulsory HD access policy for these offers too
No bro it is not required and I am getting it without HD Access Fee
Yes bro now for channels under Specials category we don't need HD Access Fee

Any SD customer can subscribe these channels ? I guess SD box have HD channel LCN.

Yes , for sure but that customer must be generous to donate that money to tata sky as FYI SD STB's don't have HD chips to be able yo decode that signal.
Adding bLCN on SD stb does not mean that u can watch HD on SD STB. Strange that after all these years u don't even know this. Tomorrow 4K LCN can also be added on SD STB so plz don't think that u can watch 4K on SD STB
