what happened TS was to add 180-200 channels by Feb

Yes they were going to but they have forgot the process of adding channels and also lost the documents having the procedure. So they are still trying to recollect the steps needed to add Channels so we need to wait until they recollect or remember the process.

Gsat 10 is failed because there was official announcement by ISRO that sat. Can be usable to user community in november but alreay too late hence its failed like Gsat 8. No hope of channels addition in tata sky atleast next 2 year

I guess filing RTI may not be useful as we can only ask about the status of GSAT-10 using RTI, and then ISRO can simply reply that SAT is under test phase.
I guess they are not bound to declare any deadline for start date of GSAT-10's commercial use.
