It is the people who would report about the content. Their is no censorship for TV content, broadcasters censor it by themselves, afraid of getting temporary banned if someone reports it.
I wonder what Game of Thrones is for Indian viewers with censorship. More than a quarter must be censored making the episode the shortest in the world and I wonder if it even makes sense after censored.
