Cable TV subscribers in the National Capital Region (NCR) will face disconnection of services if they fail to submit the mandatory customer application form (CAF) giving personal details and choice of channels by June 25.

“If a customer fails to submit his CAF to local cable TV operator or multi-system operator by June 25, his services will be terminated and will not be resumed till the time form is submitted. This deadline is applicable for customers in the Delhi NCR area,” Telecom Regulatory Authority of India (Trai) Principal Adviser Sudhir Gupta told reporters here.
Despite Trai’s repeated requests, only 20 per cent cable subscribers in the NCR have submitted the forms.

The form is available free of cost with the cable operators or MSOs. Those availing DTH services need not submit the application afresh as they would have done it at the time of getting the DTH connection.

Though all cable TV subscribers have got set top boxes installed during the first phase of digitisation, the maintenance of a subscriber management system was not effectively implemented as only 20 per cent people had submitted the CAF.

After the initial deadline of November 1, 2012, a fresh deadline was fixed to ensure subscribers fall in line, Trai Chairman Rahul Kullar told reporters here. If cable TV subscribers fail to submit the form, their television screen will go blank till they submit the same.

TRAI extends deadline for CAF submission by 15 days

The Telecom Regulatory Authority of India (TRAI) has extended the deadline for submission of consumer application forms (CAFs) by subscribers of Digital Addressable Cable TV systems to July 10, 2013. This is the last and final extension. Earlier, the deadline to submit the CAFs was June 25, 2013.

A meeting with all national Multi System Operators (MSOs) was held in TRAI and the status with regard to the entry of consumer details along with the choice of channels and services in their subscriber management systems was reviewed. TRAI has pointed out that there is still a large number of subscribers whose complete details are not yet available with Cable Operators/MSOs. The MSOs cited the enormity and complexity of the task involved as the prime reason for the pendency and requested for an extension in the deadline for completion of the task.

TRAI considered the request and decided to extend the deadline for submission of CAFs. This is being done to achieve full coverage by July 10, 2013 and with a view to minimise consumer inconvenience that could result from MSOs disconnecting set-top boxes immediately.

Cable TVs won't go blank after July 10

Realizing that enforcing the July 10 deadline for submission of consumer application forms (CAFs) by cable viewers in non-metros cities will lead to utter chaos, the Telecom Regulatory Authority of India (TRAI) has unofficially decided to extend the deadline.

However, this should not prevent you from filling up the forms on priority basis. TRAI can ask your multi-system operator (MSO) to disable your set top box (STB) any day. More importantly, you should insist that the cable operator should allow you to mention the choice of channels in the form. Otherwise the very purpose would be defeated and you will end up paying more.

A TRAI official told TOI on Monday evening that the authority was monitoring the progress of CAF submission in all cities where digital accessible cable TV (DAS) has been introduced. "In Delhi 80% viewers have submitted their forms to their MSOs. We are not going to extend the deadline for remaining 20%. We are monitoring the progress of other cities and whenever we feel that a certain percentage of consumers in a particular city have submitted their forms, the rule will be enforced," the official said.

No more extensions to collect CAFs: TRAI

he Telecom Regulatory Authority of India (TRAI) has firmly decided on the subject of non collection of customer application forms (CAFs). TRAI has lastly decided that no more extended time will be allotted for the collection of CAFs in the DAS areas of Mumbai and New Delhi.

The meeting between TRAI and top MSOs was slated for yesterday. Reportedly, a decision was taken in the meeting that makes mandatory the switch-off of all the non-complying customers.

"We will be complying with the law of the land" says Hathway Cable CEO Jagdish Kumar. "Starting tomorrow we plan to downgrade all those subscribers who haven't submitted the forms. We will only be providing them with free-to-air channels till 15 July and post that we will be disconnecting those who don't send in their forms even after that warning completely by switching off their service."

The game between the TRAI and leading MSOs has at last come to an end.
