Origin of Cauvery is from Karnataka and it flows to neighbouring state TN for crops.

However karnataka have scarcity of water. Cauvery is the main source of drinking water for bangalore and for farmers (Paddy and Sugar cane).

But river origin is Karnataka then why not Karnataka govt stop the flow of the river and refused to give the water to Tamilnadu ?
