This is exclusive to Android smartphone users with the latest Beta release of WhatsApp application installed.
One of the popular Instant Messaging App which has been replacing SMS in countries like India, Brazil, introduced Voice calling in a similar fashion last year.

Android Police (http://www.androidpolice.com/2016/10/24/video-calls-going-live-whatsapp-users/ ) reports that the feature would work only if either calling party is on a beta build installed.

It also reports that if failed to activate video calling, to take a back up of all the chats, deleting App Data, force restarting the application from the Android settings app. Please do this only after taking a back up.
Or if all this sounds complicated for you, you could just wait for a few weeks after WhatsApp is done testing the feature and launch it for everyone else.

Although it will face competition from Google's Duo, Apple's FaceTime. Microsoft's Skype - Facebook's WhatsApp has a huge subscriber base and may turn into a default communication app after this update.

If you've already used it, share your experiences here.
Remember this is a beta version, which means this feature is still being tested, there may be interruptions.

Yes, but that is only restricted to text and image based messaging. Duo is Google's Video calling app for both iOS and Android which WhatsApp will be competing with when the video service hits mainstream.
Thats why Google never succeed instead of making changes in Hangout they build new apps for nothing.
