There is no locking period actually open your DishTV App Select base package with add on pack and it's done.

Last time I tried to remove one SD addon but there was tick mark on that addon & in couldn't deselect it

That is because you have to at least subscribe to 3 Entertainment add on packs with dish99

Which has no 3 addon condition

So you can't remove addons before 30 days
