Even tata sky having no restrictions on package upgrade & downgrade limits
Also no lock in period for addons & ala carte
So with tata sky also its possible

Do tat in Tata Sky whether you're allowed to downgrade your pack for 30 times in a month, if everything termed as unlimited will actually be unlimited then the company will bankrupt soon & beg roadside.

But its not because of one customer
If all doing same means it can happen
