But why TS charging for upgrade ??? Today or tomorrow they have to exchange (free) if they move to HEVC.

I wouldn't upgrade for Rs 990. SD to HD upgrade seem OK.

This time not emergency upgrade . Last time gsat tp's not provide isro .
MPEG-2 & MPEG-4 channel capacity double.
MPEG-4 & HEVC technology just minor changes . Channel capacity 2-3% extra.

But Tatasky CC have no information about this hevc recording box when they launch show channel no100 and website also.
