On enquiring my LCO GTPL, he told me that they have only 26 HD channels. I think they are supplying same signal as ApurbSSJ have. Can anyone tell why GTPL is not providing all 64 HD channels in all regions?

That is the major difference between DTH and Digital Cable TV

It's because of different Bandwidth in different cities
Some places where Bandwidth is less they will get less channel and where Bandwidth is high they will get more Channels

Also MSO is further divided into sub groups
For Example - in Kolkata it's GTPL KCBPL
In Bihar - GTPL DCPL
In Jharkhand - Tiger GTPL

Further all have different STB with different software like in Kolkata they give Smart GTPL KCBPL HD STB
