i am seeing that payment banks are fail be it Airtel , paytm or anyone else.

Payment banks are fairly new and not for the tier 1 cities. They are meant for rural India where setting up branch is not feasible.
Airtel's payment bank license should be cancelled immediately. They have opened account forcibly with malafide intent.
