This should be in SD channel. I guess even if the movie is in Full Screen ADTV has always shown in Letterbox mode

Movies now always screws up the OAR of a movie. If the movie is shot in wide screen, the black bars are present to avoid the stretching. Some movies are shot in same ratio as hollywood tv shows so this shouldnt be a problem. Avatar should be in full screen without blackbar.

If it is showing in letterbox format then its good. But if they are showing in Full Screen means they are distorting the original size and pictures will look stretched.

Now the HD TV penetration is more.
& peoples are watching SD channels in HD TV.
So the channels better to change their aspect ratio from 4:3 to 16:9

Yeah, If still someone is showing pictures in 4:3 ratio, they are the most outdated ones.

In US , people are on way of eliminating STB and we are still watching pictures in 4:3 ratio.
