But the speed should be increased currently many are facing network issues or slow speed if they resolve that then this will be the best plan to go for other operator will be forced to give such offer so that customers won't opt for jio network

yes. YOu need to become Jio Prime Member between March 1st 2017 to March 31st 2017. On 1st April 2017, when free offer ends, you have to recharge with Rs 303 and HNYO will continue till 31st March 2018

Speed is already stabilized and increased and as per Bhau (Ambani), they will double the capacity by end of 2017.
