Even as the ad cap case is set for further hearing, as many as 112 pay non-news channels went beyond the 12-minute commercial time boundary during peak hours from 7 to 10 pm for the period 29 June to 27 September 2015, data released by the Telecom Regulatory Authority of India (TRAI) showed. While 27 news channels (including 10 national news channels) also crossed the 12-minute line, TRAI says that 139 broadcasters did not obey the ad time limit of 12 minutes per clock hour.

I think it would be better if they report who are honest.

OR no one is honest. Shame on MIB and TRAI that broadcasters are slapping them by violating the norms.
