Either Tata Sky is testing or ABS Owners r testing. Since Ku band is testing that too with FTA Indian channels so definitely its for India and for some DTH or HITS Platform

But one thing is for sure, this testing on ABS2 is being carried out in some uplink center in India only as I dont think they will be getting Insat 4A C band signals in other countries
