But PPV or any VOD Service always better in HD instead of 3D as the 3D Television market not so popular due to it's cost. But unfortunately none of DTH providers has introduced VOD in HD till date.

Whatever their count is. Unless programs are not made available how will 3D become popular. Whenever a new thing came it is for selected users only. Same happened when HD was launched.
