May be article writer is a biggest fan of Japanese Anime or Movies hence disappointed for not even nominated for Oscar.

I can understand. I was disappointed when I heard Deadpool did not get nominated anywhere. It was a fun and wild movie, but not considered a serious film because of its genre. Anyway, these are just awards if you want to watch a movie you should just go and do it, awards shouldn't matter

Yeah, it's an American award show so that is expected. Indian movies compete only in the Foreign language category, which means competing with all the non-english movies of the world. That is definitely a huge thing.
Indian movies, Hindi, Kannada, Marathi, Tamil, Telugu, Malayalam, Bengali and others have made cinema have come a long way too.

It's hard to understand their cirteria of nominating for best picture award. I know many movies which are not American and have been nominated for Best picture even won. The Artist (2011) for instance was French silent movie and won the Oscar of best picture.

Amour (2012) is a French language movie has been nominated for Best picture.
Life is Beautiful (1997) is an Italian movie has been nominated for Best picture.

Even Arrival has been nominated but I didn't find anything interesting in that movie

To be eligible the one of the criteria is to have a minimum number of theatrical release / shows. I think one of the producers must also be a part of the Academy. It is documented somewhere, I'm sure. Amour and Life if beautiful had American release.

Even after being eligible, movies go through screening and based on their popularity and reception they are long listed and then these nominations are announced after polling within Academy.

Finally all these nominees are voted for their best performances.

Eventually is these people who vote, people are always unpredictable.

But that movie really performed well in Japan Singapore & south East Asian theatres & now that movie is premiering in America with Funimation English Dub
The old people who watched that movie said it was best movie
It was quite disappointment for me also I watched this movie after one or two week when my friend told it breaked records in Japan's box office really it at least deserved nomination it had won many awards

Studio Ghibli's animes are fascinating, I shall keep this in mind too.
