U might remember in other thread i was giving a reply to our own SUNIEL about FTA . The same theory applies to ABP Too.

Channels provide decoders to cable/msos only and i doubt they provide to individuals.

I think the might give the so called FTA Decoder to individuals as no subscription for those channels. only thing is to buy the Decoder , thats all .The question is Who will buy Decoder for single channel ?
