There is not co ownership of AIFF they just allowing this tournament to happen. Still Fifa nor AFC ever approved it.

Yes I was wrong regarding membership, sorry. But as far as fifa approval i concerned, isl was never meant to be licensed by fifa, as it was just an experimental league under special permission from fifa, which would eventually be merged with the country's premier league within 3-4 years...

If AIFF thinks that they don't care if any Indian Football club represents India in AFC Cup, Fifa Club World Cup then they can easily wrap the entire system to Reliance IMG Star. There will be no problem for people like me who wants to cheer India in actual competition rather then in scripted league. Go ahead ISL. Well done AIFF.

My personal suggestion about league structure:

1.Make the new isl as 1st division league with 12 teams. For season 1, take 8 isl clubs and top 4 from i league.
2.The remaining i league clubs along with the existing 6 teams from i league 2nd div who qualified for the knock outs may form the new 2nd division.
3. Divide the remaining clubs to east and west groups and make the new 3rd division just like the earlier i league 2nd division.
4. Each year, 3 teams from isl are relegated to 2nd division, out of which the 11th and 12th placed teams are automatically relegated and a playoff between 9th and 10th placed teams decide who is relegated.
5. To take their place, 3 teams from 2nd division are promoted to isl, 1st and 2nd auto, and playoff winner between 3rd and 4th.
6. Same relegation/promotion rules apply for lower divisions.
