Actually they didn't get a good jv partner. Then when they were expanding 2g scam happened and they froze the investment because cancellation of license was expected. In the judgement Telenor was badly hurt and never came out of it because you can't stop loosing money if you are operating in few circles and keeping your customer base alive by dirt cheap offerings.
Same is going to happen with aircel soon. This is bound to happen for the players who do not have pan india presence.
