In epg it is showing a Russian channel.It's a German channel available in many countries.
It's certainly not a Russian channel. Russians don't like starting educational channels.

Might be their culture is like that only.
Cold war. It doesn't go well with Russia and NATO members politically. Russians however love standard of life in the US and Europe which is higher than theirs.
