Ye sab bahane hai. He was knowing this from the beginning. Delhi Police is not under him but as Chief Minister he can issue his diktat or instructions.
The Best thing he can do is initiate a parallel Police Force for his State

Yes Kejriwal can form his own police since Delhi is a Union Capital too so police will goes to Central Govt. but as he having note then majority seats he can pass a motion of parallel police and then make tamasha of it so that Central Govt. should forcefully either accept the demand or give the charge to State Govt.
Accept forming Media police he should work on State Police seriously.
