ration card is for all indians irrespective of rich and poor. Non BPL indians can also make ration cards.

ok bro. issue could be different.
but ration card is for all. no matter whether a family is in BPL or not.
but in my city if u r not having any income then they refuse to issue pan card.
i think affidavit would work in ur case.
affidavit + 10 th class marksheet.
affidavit - that u r living with ur parents along with ur address as a proof.
i m sure it will definitely work. just ask any officer what u have to write (format) in ur affidavit.
You don't need to go anywhere. You can apply for pan card online. Pay the fee through credit card or netbanking and then take the print of the acknowledgement. Send the acknowledgement and required docs through courier to Pune address and you will have your pan delivered to your address in about 15 days.
Or get a Voter id card. Its very simple to get one. Or a bank passbook with photograph.

I think even Driving License can be easily obtained with Ration Card and School Leaving Certificate
