They can remain FTA with MPEG 4 also.

They are encrypting MPEG4 channels so that they can know the actual Subscriber base of DD Free Dish. Going forward, they will surely launch Paid services as well. But for now, MPEG4 channels will be FTA only in those STB's which is authorized by DD Free Dish which requires one time STB activation
