Then whats the base of this scheme if Roaming Continues.
MNP and roaming are not related in any way.MNP will just allow you to retain your number while you can change your operator.Like I was originally a BSNL user.I opted for !dea when MNP came into being though retained my BSNL number. Over the two years I changed my operator from !dea to Vodafone to airtel to Vodafone, but didnt have to change my number.Now with full MNP, it will benefit users who tend to get transferred to various parts of the country. They wont need to change their number,just port into the local network there while his number will remain same.

But I don't wanna change the company only wanna change circle.
That is like changing your operator itself.Because AirTel Maharashtra is different from AirTel Karnataka, this is the benefit you will get with full MNP.Suppose you are a AirTel user in MP and you get transferred to Kerala.You will have to port from AirTel MP into AirTel Kerala and your number will remain same as it is in MP.Since your number now belongs to AirTel Kerala, you wont be charged for roaming there, but in any case you visit MP, you will be charged for roaming.

Then are they ask for documents ? As a migrant it would be hard for me to collect the local documents ASAP to port my circle. But I am a legitimate customer of my circle.

If its the case of job related shift, you may get a letter from your employer, if it is accepted by the operator.
