Yes. Broadcasters can't hold the addition of any channel. Only thing they can restrict is regarding pricing. They will say insane amount to operators. But once the new cable and dth tariff is enforced, operators would be able to provide these channels.

If Sun network plans to restrict its newly launched HD versions to Sundirect it will be its loss as penetration of HD services/HDSTB is low in South the main area of operations of Sundirect. And for other non South metro cities where HdSTB is increasing Sundirect has a very dismal presence.
