how is the Idea network in goa side and also in Kudal - Sawantwadi belt..

Don't know about Kudal .But it's good in Goa.Most importantly the voice clarity is just great.

I am on the verge of porting from Loop N this time i am trying idea for the first time...Thats why i am asking..is there any unnecessary bal. deduction issue??

No, because I had been with idea before opting for Vodafone in between, I know very well about their service.They won't make any unnecessary deductions or uninformed activations.
